I am looking to buy the best web designing program and I am wondering if there is anything better than dreamweaver or if dreamweaver is the best option?
I'm not sure if there is any better program, but there is a program I have seen talked about called "Fireworks" I have heard that it makes creating webpages a walk in the park but also inline styles the HTML elements and uses images rather than gradients. I think you should stick with dreamweaver because it is known to work. :)

The best in terms of software capability I do believe Dreamweaver would be that, there may be something else out there I'm unaware of but you'll never ever need anything more advanced than Dreamweaver for any reason.
Now best in this case can also come down to personal preference. I myself although I could be using Dreamweaver have always chose not too. I myself love Notepad++ and have been using it for as long as I can remember.
I've always thought of Dreamweaver offering too many short cuts and can take away from actually learning and improving what you yourself can do and not just because you know your way around a piece of software. Some people want that though which is also fine, just how I feel about it.
