I need tips on how to get a new iPhone Game App created?

I need tips on how to get a new iPhone Game App created?

I plan on making a WTB on Code Clerks to find someone to create a iPhone Game App for me. I have never owned, edited or done anything more with an app than use it normally as intended. I need some help with the following points..

1. How much should I be willing to pay for it? What is a rough estimate of what someone would want to create a iPhone Game App for me?
   
2. What skills should the person I hire have? Like just so I know they are capable to doing it before I go into all the details with them about the game.
   
3. Once it has been created and I have paid the creator for it, is it mine and only mine? Like.. Can that someone copy it and promote it as there own? Can the creator himself start selling it? Do I have sole rights to it and only me can sell it regardless it someone else copies it?
   
4. Once it has been created, named, all finished off and ready to go.. What do it do next? How do I promote it? Im meaning, when im on my iPhone and I search for games and other apps, does my new game just appear automatically in those search results? IS it just like promoting a website?
