What software is used to create flash games?

I love playing flash games online but not sure what software is used to create them. I want to design my own flash game, similar to something on Nick or other online game sites. What software would I use for this?

I've used the original game maker and RPG creator software. Funny story when I created my first simple "Breakout" type of game I thought it looked so cool, but then when I played it for the very first time the ball went right through the walls as I had forgotten to add density to them....duh!!! lol

Adobe Flash works as well but it does take some time.
