If i do not know HTML and CSS , is it still possible to create a Website ??

Hi one of my Friend wants to create a website or a blog for his personal use. He do not know HTM,CSS or any other such programs . Is it possible for him to create a Website or Blog? If he uses Wordpress or Blogger, Does he need to have knowledge of the HTML and CSS ? Waiting for Experts Comments..

he does not need any knowledge of HTML or CSS if he's using Blogger or WordPress or anything like that. it could help with customizing but most of them have template set up already
