phpBB Forum: "Display Active Topics" Setting?

phpBB Forum: "Display Active Topics" Setting?

I have a phpBB forum and I am wanting to know if that in the forum settings (Edit Forum), I can choose wither I want topics from that particular forum to be shown on the "Active Topics" page. Does this show the Active Topics in this forum to All my members? or Still only the ones that have the permissions to view the forum the Active Topic is from?
