Why does Twitter Bootstrap have "Twitter" in the name?

I've always wondered why Twitter Bootstrap has "Twitter" in the name, was it created by Twitter.com? What is the history of Twitter bootstrap?

Bootstrap was developed by Mark Otto and Jacob Thornton at Twitter as a framework to encourage consistency across internal tools.
