Show me how to refer retreive the value of of the url in in JavaScript

I have the following code in my index page:

Sokoto State






I want you to show me how I can reference it in my external javaScript file, so that I can assign the value of xlink:href (which happens in this case to be "state.php?state=Sokoto") to a variable
