You must have access to publish app to Play Store,

Steps:

1. Bid on this
   
2. Add my email to your developer console
   
3. give me enough Priviledges to publish app and create the certification
   
4. I will upload the app and all info
   
5. you will then check everything
   
6. you will then publish the app
   

We will promote the app alot, so users will see your apps too and get installs from that
